Department of Women and Child Development

Since July 2023, the department has issued 30 transfer orders, transferring 1,230 officers and staff. However, 102 staff members were not assigned to any location. Some of them received additional orders.

Bengaluru:
The Department of Women and Child Development, along with its various directorates, transferred 97 staff members in November 2024. Among them, 49 employees were not assigned any posting. Most of these employees are sitting idle without any work.

Employees who have not been assigned a posting have not received their salaries for several months.

“Promotion and transfer orders are issued, but location posting is not given. However, if employees pay a bribe, they get a posting within a couple of days, or their transfer orders are canceled, and new ones are issued.”

Despite being transferred, 86 employees have not been assigned any position.

This is a tactic used by higher officials in the department to make money under the pretense of transfers. This has become a major scam within the department. Senior officials, closely associated with the Minister for Women and Child Development, are behind this.”

Transfers Without Assigning Posts, Salary Withheld

A senior officer from the department’s headquarters alleged that this system is deliberately maintained to extract bribes.

On July 26, 2024, the department issued two transfer orders for 116 officers and staff. However, on July 31, 2024, another order was issued canceling the transfer of 14 officers. Additionally, transfer orders for employees who were moved to different districts were modified, allowing them to remain in their original locations.

Department Claims Lack of Information

The Department of Women and Child Development stated that it does not have details regarding employees awaiting location assignments or their pending salaries.

Under the Right to Information (RTI) Act, four applications were submitted seeking information on this matter. In response, the department stated:

It only has data on Group-A officers.

Group-B, C, and D employees fall under various directorates of the department, and their details are unavailable.

Salaries are only paid after an officer or staff member receives a posting. However, we do not have records of salary payments,” the department clarified.

A senior officer alleged that this entire process operates under the directions of higher authorities.

Employees without location postings must visit the relevant directorate or central office and sign documents to receive their salaries for that period. Those who fail to sign will not receive their salaries, said a central office staff member.
