In the general meeting of the Belagavi City Corporation, some members made serious allegations about the growing menace of agents in the “e-Aasthi” property registration process.
They remarked, “If an agent submits a file, the work is done quickly. But if a citizen does, they’re told to come tomorrow.”

What’s striking is that some corporators, who made big speeches in the meeting, were themselves seen sitting in the zonal offices holding over 20 e-Aasthi documents belonging to others.

However, Commissioner Shubha B. didn’t sit quietly after listening to these concerns. Instead of merely noting the issue, she personally launched a surprise inspection of the zonal offices early the next morning without informing anyone.

What shocked her was the scale of the agent operations she discovered inside the offices.
Dressed like an ordinary citizen and without her staff accompanying her, the Commissioner entered the zonal offices incognito – and no one even recognized her.

In a surprise visit to the Ashoknagar Zonal Office, the Commissioner found a group of 40 individuals waiting with e-Aasthi files – none of whom had any legitimate ownership or authorization.
They were carrying other people’s property documents, moving around the office like wild animals lost in the forest.
The Commissioner was stunned by this blatant misuse of the system.

Woman agent found at Govaves Zonal Office

At the Govaves zonal office, a woman was caught acting as an agent, persistently pressuring staff to finalize a property file. She was unable to clearly explain on whose behalf she was representing the case.

Are corporators involved too?

Another serious revelation was that some corporators themselves were pressuring zonal officers using files belonging to others.
This indicates that the e-Aasthi process is no longer just a public service system—it has become a tool of influence and pressure for the powerful.


Commissioner’s stern order:

In response to these incidents, Commissioner Shubha B. has issued strict instructions to all zonal offices:
no documents should be accepted without valid ID and proof, and the entire file-handling process must be monitored under CCTV surveillance.

The Commissioner’s swift action can be seen as a crucial step toward cleansing the administrative system of the Corporation.
