Belagavi: The controversy surrounding the Belagavi City Corporation, which had reached the point of tarnishing the reputation of the border city, needs to be put to a complete stop. In this regard, District Collector Mohammad Roshan has now entered the scene.
On the instructions of District In-charge Minister Satish Jarkiholi, the District Collector has summoned the Commissioner and will conduct a thorough inquiry. It is worth recalling that just the other day, the SC/ST Employees Association of the corporation had met the District In-charge Minister and made serious allegations against the Commissioner.


Why the Discrimination?
Within a few days of Shubha taking charge as Commissioner, she transferred more than 15 people. Some were stripped of their authority. Some were left in name only. Then some people quietly thought that all this might have been done from an administrative point of view.
The surprising thing is that the transfers of some of them were canceled within two days. Still others had their tables changed again and again. This caused dissatisfaction among most people. Another thing is that here, it was heard that the SC/ST employees were the most affected by such transfers.


The overall allegation of the staff is that the Commissioner transferred some of the staff again and again after listening to someone else’s words.
Here, one person was transferred to the Turmari Garbage Depot. But the staff’s question is how his transfer was canceled on the same day. That is, the overall summary given in front of the ministers is that the Commissioner did different justice here.

Even when 15 people were transferred earlier, it did not come to the notice of the district ministers. But when it was learned that some people had acted maliciously in this transfer, the ministers themselves were also dissatisfied.
Another thing to note here is that even when the inter-transfers took place earlier, most of the corporators objected and gave letters to the Commissioner. The Commissioner did not even take that into account.
Here, a big question is haunting why only the Commissioner is not being asked about whatever is happening in the health department.
For the first time, a written complaint has been filed with the District In-charge Minister against the Belagavi Corporation Commissioner.
It is said that SC/ST employees are being targeted and unnecessarily transferred in the corporation. It is explained in the complaint that this has led to a situation where the employees are mentally exhausted.
It is special that the SC/ST employees have waged a war against the injustice being done to them in the corporation even before the incident of two health department officials abusing each other in the chamber of the Municipal Corporation Commissioner has subsided.
However, there is a need to conduct a thorough inquiry into why the officials abused each other.


What is in the petition?
In the Belagavi Municipal Corporation, Mrs. Shubha B. (K.M.A.S. Grade) has illegally transferred about 30 to 40 employees within a few days of taking charge as Commissioner. It is stated in the petition submitted to the ministers that they themselves can personally open the files and check about this.
In this background, confusion has arisen among the staff and there are daily disruptions in the work. Not only that, it is explained in the petition that it is not possible to function smoothly.
It is learned that when some of the transferred staff contacted from other sources, the transfer of such persons was abandoned and they were assigned additional work as required.
But it is stated in the complaint submitted to Minister Jarkiholi that the Commissioner is threatening the other transferred employees that if they apply for a request, they will be recommended for suspension if they do not report to the changed place.
In Belagavi Municipal Corporation, there is a need for 100% officers and staff. But in the current situation, only 30% of the staff are working.
Each employee is performing the work performed by three or four employees.
At such a time, the Commissioner is repeatedly transferring the staff and is mentally depressing them by putting excessive work pressure. The transferred staff are again transferred to another place as soon as they report to work and learn the work.
Therefore, there is a possibility that the employees will become mentally and physically ill.
Along with all this, the Commissioner is taking decisions on his own accord without bringing to the notice of the branch heads regarding any work related to a branch. Reports are also coming in the daily newspapers about this. Employees have expressed concern that this is naturally bringing a bad name to the administration and the government.
In the history of municipal corporations, a K.M.A.S. Grade officer has been appointed as the Commissioner for the first time in Belagavi Municipal Corporation.
Belagavi Municipal Corporation has the distinction of being the largest in the state.
There are more than 5-6 lakh people in the Belagavi Municipal Corporation area. Therefore, it is mentioned in the petition that there is a need to appoint K.A.S senior grade or IAS officers to conduct smooth administration.
In this background, the SC/ST Employees Association has requested the ministers to appoint KAS senior grade or IAS officers to Belagavi Municipal Corporation.
