Siddaramaiah Budget – Shadows of ‘Disappointment’ for Belagavi Residents

Belagavi,

The 2025-26 budget presented by Chief Minister Siddaramaiah has elicited mixed reactions among the public of Belagavi. While the announcements on paper appear attractive, residents of this border district are questioning whether these promises will blossom into fragrant flowers or if they must await the path of rain.

For the farmers of Belagavi, funding has once again been approved for old irrigation projects. The major demand of Belagavi farmers for new irrigation projects is absent in this budget, with emphasis solely on the rejuvenation of old schemes. Although funds have been announced for projects like Athani-Kottalagi-Ammajeshwari, Sri Channavrushabhendra, Mahalakshmi, Sattigeri, and Markandeya, these initiatives have remained in the announcement phase for years, making this year’s repetition by the government seem redundant.

Despite being a major city in North Karnataka, Belagavi’s aspirations to develop into an industrial hub or IT city remain in the realm of imagination. This budget lacks announcements of new industrial areas or a clear stance from the government on the development of IT and BT industries. However, small-scale changes for industry have been declared. On another front, there appears to be no encouragement for IT and BT industries in Belagavi.

The announcement of establishing a public health laboratory in Belagavi is a step towards improving health services. Yet, the budget lacks plans for improving the conditions of major government hospitals, recruitment of doctors and nurses, and other necessary aspects. There is widespread dissatisfaction regarding the perceived neglect of Belagavi in health matters.

Funds have been announced for the development of the Belagavi-Hubballi highway. However, there is no clarity on improving regional transport systems, urban transit, expansion of Belagavi airport, or strengthening city bus services. Nonetheless, the allocation for highway projects can be seen as a positive move.

Hopes for New Districts Doused Again!

For years, discussions have surfaced about dividing Belagavi district to create new districts like Gokak, Chikkodi, and Bailhongal. However, this budget lacks any decision regarding the formation of these new districts.

Although funds have been reserved for the improvement of polytechnic colleges, grants to educational institutions, and development of cultural centers, there are no announcements of new universities or major educational investments.

Public Sentiment:

Rejuvenation of old irrigation projects

Lack of new industries and neglect of job creation

Setback to expectations for new districts

Absence of concrete plans to strengthen public health systems
